Boris and his ministers' claims to have “followed the science” don't mean much - They didn't prepare properly, they were careless & they acted too late

It seems all that any member of the UK government has to do to silence criticism of their handling of the virus epidemic is to say “We were following the science. Are you questioning the expert advice of scientists and medical experts?”. This immediately gets the desired “of course not” response from the journalist, like a hypnotist saying “look into my eyes, you are feeling very sleepy” to someone very susceptible.

Nor are Keir Starmer or the Labour front bench ready to bring up such obvious questions as why, with the exception of 200 British citizens who had been in or near Wuhan, most people flying into the UK from then covid-19 outbreak centres like China, Italy and Iran were not put through mandatory quarantine or testing (1) – (2).

The assumption seems to be that to question any expert’s claims or opinions is to commit the unforgivable sin of “populism” and become a demagogue who ignores facts.

This is based on a view of scientific and medical opinion on any subject as always unified, or that the majority opinion among experts must always be accepted. Yet there are often disagreements among experts. For instance on 12th March the UK’s Chief Scientific Officer Patrick Vallance held a press conference along with Boris Johnson in which he explained that the government’s strategy was based on spreading the virus through enough of the non-vulnerable population that they would develop “herd immunity” and not pass it on to those most at risk (3).

This was immediately met with criticism by hundreds of experts . Professor Hugh Pennington later said such a strategy was impossible without vaccines, which are likely a year to 18 months from having gone through enough trials to be proven safe and effective. The response was so negative that it contributed to the government disowning herd immunity and claiming it had never been their strategy (4) – (6).

Yet the Chief Medical and Scientific officers who approved that strategy are seen as beyond criticism. So when they tell us that “there is no evidence” that mandatory quarantine and testing of people flying into the country from countries with outbreaks of it would have slowed the spread of covid-19 we’re meant to accept it without question (7).

The other line used was that it had been tried in Italy and failed. This ignores the fact that air travel is the obvious means by which the virus spread so fast. And that Italy brought in a flight ban too late. Yes, many people with covid-19 will have flown into the UK before we knew about it. So maybe it’s too late to make a difference now. But surely if they’d done it early on, reducing the number of additional infected people entering the country would be a way of at least slowing the spread of the virus until we have done enough trials to find effective treatments and/or vaccines for it?

And every government in the world says it’s basing its policies on the science, yet different countries have very different policies. Sweden has no lock-down at all. The UK still has 15,000 people a day flying in even during “lock-down”, while Singapore banned all flights entry except cargo and humanitarian ones. And the UK has also said it plans to implement quarantine on anyone arriving in the country for the second phase of the virus (8) – (9).

The UK government’s own advisers even disagreed among themselves on what lockdown measures to take, and opinion polls, as much as WHO advice and numbers of deaths and cases, drove changes in policy in mid-March (10).

Then there are Boris’ speeches – like one on 3rd February in which he said “And in that context, we are starting to hear some bizarre autarkic rhetoric, when barriers are going up, and when there is a risk that new diseases such as coronavirus will trigger a panic and a desire for market segregation that go beyond what is medically rational to the point of doing real and unnecessary economic damage, then at that moment humanity needs some government somewhere that is willing at least to make the case powerfully for freedom of exchange, some country ready to take off its Clark Kent spectacles and leap into the phone booth and emerge with its cloak flowing as the supercharged champion, of the right of the populations of the earth to buy and sell freely among each other. And here in Greenwich in the first week of February 2020, I can tell you in all humility that the UK is ready for that role.” (11).

This sounds like Boris was initially more worried about “over-reaction” to covid-19 harming the economy than he was about covid-19 killing lots of people. The Conservative party from Thatcher on has always prioritised the economy above everything, even when policies based on this actually damaged the economy in practice. Thatcher was strongly opposed to Apartheid in South Africa, not so much because it was racist, undemocratic or morally wrong, but because she saw it as economically inefficient (12).

Add that to the “herd immunity” press conference and the failure to quarantine or test people flying in, and it looks a lot like the UK government’s initial strategy was initially the one it later disowned – “herd immunity” and “letting the virus, as it were, spread through the population” as Boris put it in a daytime TV interview, though he did not explicitly say this was his position, only “one of the theories” (13).

Then, when Professor Neil Ferguson of Imperial College London estimated a worst case scenario of half a million people dying as a result, and the opinion polls on the government’s handling of the crisis didn’t look good, the government decided it better do something fast (14).

True the WHO didn’t say covid19 was a pandemic and a serious threat until 11th of March. But epidemiologists had been warning for years that another respiratory virus pandemic like the Spanish flu of 1918 was only a matter of “when and from where?” not if”, especially after SARS , MERS and Swine flu epidemics (15) – (16).

In 2017 the UK Department of Health rejected advice from its new and emerging respiratory viruses threat advisory group (nervtag) to stockpile personal protective equipment (PPE), for all NHS staff, on grounds of cost. Telling them to change the advice to exclude eye protection on grounds of cost (17).

In the same year the NHS held Exercise Cygnus simulating how it would deal with a respiratory virus epidemic The final report was made classified (18). So it is not credible for the government to claim no one could have predicted this. The only parts that were unpredictable were when it would arrive, and where it would start.

And it was no secret to anyone that the Chinese government’s public statements can’t be trusted, nor that big, powerful countries like China have disproportionate influence in bodies like the WHO. China had previously tried to cover up SARS at first too. So any government that didn’t assume the worst case scenario on covid-19 – and that the reality could well be much worse than the Chinese government or the WHO were saying – was being negligent.

This, again, was excessive faith in experts, and in this case experts operating under major political pressures from the bigger members of their organisation.

Trump’s accusations against the WHO, while obviously an attempt to distract from his own failures, have some basis in fact. Taiwan had sent experts to Wuhan to talk with doctors there in January. On January 16th they reported that the virus could be transferred between humans. At the time the Chinese government was still claiming it could only be caught from bats ; although a WHO official had told the press on the 14th that given the SARs and MERS pandemic, it would not be surprising if it could be transmitted between humans, and that this may have happened in 41 cases. Taiwan being excluded from WHO meetings also helped the Chinese government give a false impression of the threat level from the virus. (19) – (20)

We shouldn’t ignore experts, but remember views among experts in the same field may differ. Those in official positions working for governments or international organisations may be chosen for having the views those in power prefer to believe. Senior ranks of some expert bodies may be more politicians than experts, willing to modify their views to keep their position, or rise higher. Then CIA director George Tenet’s assurance to President Bush that proving Iraq had weapons of mass destruction would be a “slam dunk” was one example.

And if opinion among the government’s expert advisers is divided, as we know it has been in the UK, the advice is likely to end up being to take less action rather than more, to get concensus.

True, Boris and the current cabinet were not the government in 2017. But they were the government by December 2019, when we first knew of the virus in China. And in late January, when the UK got its first confirmed case.

A study in the Lancet in early as January 24th warned that the virus could be transmitted between humans, and that the estimated mortality rate of over 3% was similar to that of the Spanish Flu at an estimated under 5%, with both diseases killing so many people because they were so contagious.

On the 31st of April another study in the Lancet said that ‘Therefore, in the absence of substantial public health interventions that are immediately applied, further international seeding and subsequent local establishment of epidemics might become inevitable. On the present trajectory, 2019-nCoV could be about to become a global epidemic in the absence of mitigation. Nevertheless, it might still be possible to secure containment of the spread of infection such that initial imported seeding cases or even early local transmission does not lead to a large epidemic in locations outside Wuhan. To possibly succeed, substantial, even draconian measures that limit population mobility should be seriously and immediately considered in affected areas, as should strategies to drastically reduce within-population contact rates through cancellation of mass gatherings, school closures, and instituting work-from-home arrangements, for example.’ (21)

A summary of the last sentence was tweeted by the editor of the Lancet, Richard Horton, on the same day.

The first confirmed case of covid-19 in the UK had been 2 days earlier on January 29th. No serious measures were taken. A month later on 28th February the first proven case of transmission between people in the UK. Still no action. The Cheltenham Festival even went ahead in early March (23).

It would be two more weeks before any serious measures were announced. Implementing lock-downs sooner, and making them include more limits on numbers flying in and quarantine of those allowed in, could have contained and slowed the spread of the virus, reducing deaths.

The government claim this would have resulted in people not obeying lock-down measures because some would think it an over-reaction. But New Zealand seems to show otherwise. While its lockdown didn’t come till around the same time as the UK’s, it began it before there were any confirmed deaths in the country – and its public are mostly abiding by it. The government in the UK could have explained the seriousness of the situation at any time by using the Lancet studies and other evidence as back up. They chose not to. It’s hard to believe that Boris’ reckless character and his and his party’s ideological beliefs weren’t a big factor here. It was a huge mistake and many people thought at the time that the government was crazy not to be bringing in more measures sooner (24).

Even on the economic impact the evidence from studies of lockdown decisions by different US cities in the 1918 pandemic is against the idea that there is a trade off between economic impact and avoiding virus deaths. The cities which locked-down soonest and for longest had both the least deaths and the fastest economic recoveries – though most of their lock-downs didn’t last more than 6 weeks (25).

The 1918 pandemic also gives some grounds for hope though. It killed so many people partly due to poor hygiene and not enough social distancing or isolation, especially among patients in field hospitals – things we’re partly avoiding. And the Spanish Flu is thought to have ended not due to immunisation – as it ended before vaccines were available, but because deadlier strains of a virus are less likely to survive as a dead host can’t continue passing the virus on, so evolution favoured mutation into less deadly strains. Might covid-19 do the same? (26)

Migrant Myths 2 : The "Flood" of migrants and refugees to the EU and UK - There isn't one, but if Syrian refugees continue to be left to starve there soon will be

Summary: While there is a lot of talk of a “flood” of refugees to the EU or a “migrant crisis” the numbers involved are pretty small compared to the population, size and wealth of the EU – around 0.6% of the existing EU population in 2015 for instance. (This figure includes all migrants estimated by the EU border force Frontex to have entered undetected, and of all nationalities). More a growing trickle than a flood.

The proportion of these coming to the UK is even smaller as the UK gets less than 5% of asylum applications to EU countries. Ninety-five per cent of Syrian refugees are in Syria and neighbouring countries.

The real crisis is for countries like Lebanon, Jordan and Turkey. Jordan, for instance, a country the size of Cornwall and much poorer than the UK , has about 1.2 million Syrians, an increase in its population since 2011 of 25%.

The widespread reports that the richer Arab Gulf states have taken in no Syrians are also false. In fact they have taken in about 1.3 million Syrians and in Saudi’s case given them rights to free education and healthcare, but as they are not signatories to the 1951 UN refugee convention, none are reported in UN statistics as refugees.

Since Saudi for instance has an extreme version of Sharia law, and oppresses non-Sunni Muslims, many Syrian refugees – who include Christians, Shia, Alawites and secular or moderate Sunnis, as well as non-Arab Kurds, will not want to live there either.

Many of the Syrian refugees in countries bordering Syria are receiving no food aid or medical treatment or education for their children, because wealthier countries have not donated enough to the UN to pay for this.

The £1.3 billion over 4 years that the British government boasts about having given to refugees is about £400 million a year out of annual public spending of around £700 billion. It is only “generous” compared to the even smaller amounts given by other countries. Its latest pledge only increases this to around £500 million a year (around 0.07% of the UK’s annual public spending).

Unless EU governments , the US and the Gulf states donate a lot more money to the UN to feed Syrian refugees , there really will be a flood of them into Europe soon – especially with the governments of countries neighbouring Syria having started deportations of Syrians, and the Turkish government’s restarting of its war with Turkish Kurdish separatists, which makes Turkey even less safe for Syrian Kurd refugees.

A flood of migrants and refugees to the EU and UK?


Only 5% of Syrian refugees have been taken in so far by countries outside the Middle East. The other 95% are in Syria itself (about 18 million internally displace people forced out of their homes but still somewhere in Syria) or refugees in refugee camps in neighbouring countries. The numbers granted refugee status in neighbouring countries are
over 2.5 million granted refugee status in Turkey, over 1 million in Lebanon, about 600, 000 in Jordan , 250,000 in Iraq (which has a civil war itself) and 100,000 in Egypt (a military dictatorship) . However the total numbers of Syrian refugees in these countries are higher, as many have not been granted formal refugee status. Lebanon and Jordan are small and fairly poor countries. (1).

Lebanon alone has taken in probably more Syrian refugees than the entire EU combined at 1.1 million (or 1.2 million including those not granted refugee status), a 25% increase on its pre-Syrian civil war population of 4.3 million (which already included 450,000 Palestinian refugees).

The EU by comparison got asylum claims from a bit over 200,000 Syrians in 2015 – or just 0.04% of its 504 million population, or 270,000 total since 2011, around 0.05% of its 504.5 million population on the first day of 2011. Of course there were other migrants and asylum seekers from other countries too. The European border agency Frontex estimates the total number of migrants coming to the EU illegally in 2015 was around 1.5 million, including those likely to have avoided border controls. The numbers who enter legally each year have been similar from 2010 at about 1.4 to 1.5 million a year. So for 2015 the total number of legal and illegal migrants would be around 3 million, or a 0.6% increase in the EU’s population if all were allowed to stay (which they will not be as, while applications may take a long time to process, many applications are rejected each year and around 40% of rejections result in deportation in the same year as they are rejected) (2) – (5).

Multiplying by 4 for the years since the Syrian civil war started in 2011 it would come to a 2.4% increase in population from all forms of immigration. (This will be a significant overestimate as there were more migrants and refugees in 2015 than in previous years)

These figures don’t include the number of non-EU nationals who leave the EU (emigrate from it) every year, from around 700,000 in 2010 to over 800,000 in 2013. That would make the overall growth of non-EU national population in the EU about 2.5 million in 2015, or 10 million over 4 years maximum or around 0.5% per year, or 2% over 4 years (again likely an over-estimate) (6).

So the total increase in the EU’s population from immigration from outside the EU is not so much the “flood” the media often talk of as a rapidly growing trickle relative to the size of the lake it’s flowing into.

And of course immigration and emigration aren’t the only factors affecting population growth. Birth and death rates also affect it. Looking at total population growth for all the countries that are now EU members since 1960 there has not been any significant increase in the rate of population growth. Birth rates have fallen significantly over that time, while people are also living longer due to improved living standards and medical care. The result is a growing population, but with a growing percentage of elderly people (7).

Without either immigration (with immigrants being younger on average) or other measures to increase the birth rate (e.g the 35 hour week tried in France), or both, we may end up with not enough people of working age to pay the taxes to fund healthcare and pensions for pensioners.

But ever increasing population results in increasing pollution, deforestation and environmental damage, including climate change. This is a difficult circle to square.

The rate of population growth in the EU has actually been falling for decades though and is considerably lower than it was in the 1960s.


Are the wealthiest Arab states refusing to take in any Syrian refugees?

The Gulf states – Sunni ‘monarchies’ (dictatorships) allied to the US and who are funding and arming many of the Syrian Jihadist Sunni rebels (including Al Nusrah, the Syrian wing of Al Qa’ida) are refusing to take in any Syrians as refugees, as they are not signatories to the 1951 Refugee convention. However some Syrian refugees have been given residency permits to live in Saudi and granted free education and healthcare (the Saudi government claim over 100,000 though this is not an independently verified figure) (8) – (9).

World Bank figures gave the total for all the Gulf monarchies as over 1.3 million Syrians living in them in 2013 , 1 million in Saudi, but the UNHCR figure in 2015 was just 500,000, possibly due to definitions of who was being counted (10).

However even Saudi citizens have no real rights not to be imprisoned or executed without fair trial. Immigrants working in Saudi are exploited ruthlessly.

And Saudi Arabia has an extreme version of Sharia law based on the Wahhabi sect of Sunni Islam. Syrian refugees include Christians, Alawites and Shia, all of who face persecution in Saudi, along with moderate and secular Muslims who do not want to live under Sharia law. So many refugees would rather avoid Saudi Arabia and other dictatorships with religious laws.

Is the UK taking more than its share of refugees coming to the EU? No, far less

The UK’s population has grown steadily too, around a 20% increase in the last 50 years. The rate of increase has gone up and down over that period, but is currently higher than at any point since the 1950s (11).

The UK, with over 10% of the EU’s population, and one of the richest countries in it, gets less than 5% of asylum applications for refugee status from people who are not citizens of any EU country. So the people at Calais are not a flood either, but an even smaller trickle. For instance in the second quarter of 2015 the UK got just 3.5% of applications to EU countries. In the third quarter it got just 2.86% (12).

And that trickle is not higher than ever before either – the
number of asylum applications in the UK in 2014 was about the same number as in 1990. And overall about 52% of asylum applications processed in 2014 in the UK were refused (13) – (14).

The UK actually gets very few asylum applications relative to it’s size and wealth – one of the lowest rates in the EU relative to our population.

The UK, twice as wealthy as Lebanon in GDP per capita and a much larger country in terms of population and land area, had granted just 5,102 Syrians the right to remain as refugees by August 2015 and offered to take just 4,000 a year in future. (Total numbers will be higher as some will be waiting for applications to be heard, but still likely in the thousands compared to Lebanon’s millions)

The real refugee crisis is in Syria’s neighbours, not the EU, but unless the EU provide more money to feed and house refugees, it may be an EU crisis soon


The EU and UK are not suffering a refugee “flood” or “crisis”, but manageable numbers both in terms of their exsiting population, their land area and their wealth. The real refugee crisis is in Syria and for its neighbours. But if the wealthier governments continue to fail to provide enough money to feed and house refugees in countries neighbouring Syria, there may soon be a real flood.

Those Syrians in refugee camps in the Middle East are not getting enough food, and often no medical treatment for illnesses and wounds, as donations from governments around the world have been too low. Syrian refugees in Turkey and Lebanon currently get under 50 cents or 35 pence worth of food a day, not nearly enough. The Turkish government has begun sending many back to Syria. Jordan has closed its border with Syria leaving thousands of refugees stranded in the desert. Lebanon has also begun deporting Syrian refugees . The governments of the three countries are saying they can’t take any more refugees
(16 ) – (19).

The UK’s supposedly “generous” aid to Syrian refugees in the Middle East comes to about £1.1 billion over 4 years since the Syrian civil war began, or a bit under £300 million a year, out of annual public spending of around £700 billion (thousand million) a year. The fact that other EU governments have given even less is nothing to boast about. Even Cameron’s latest pledge to increase it to around £510 million a year from the UK and ask other EU countries to increase similarly is far too little. It amounts to under 0.07% of the UK’s annual public spending of over £700 billion a year (20) – (22).

Salmond and Unionist politicians both talk as though theirs is the risk free option that will eliminate uncertainty about the future for Scots. Risks and uncertainty can only be reduced by recognising we can’t know for certain what the outcome of any choice will be and making plans for various possible outcomes

The SNP leadership and unionist politicians both talk as though if we just adopt the option they favour, Scots will face no uncertainties about the future and no risks. Salmond and Osborne are both stubbornly sticking with their own plan, with no plans on what to do if it doesn’t lead to the results they expect.

After the financial crisis, the Iraq war and the floods, continuing with no plans for different possible outcomes and just sticking to old assumptions will not do fine.

Eliminating risk and uncertainty is impossible, but by having plans prepared for various possibilities we can reduce both.

Scotland and the pound – Or the Euro?
Or its own currency?
Or staying in the UK? Every option brings risks

It’s true that the UK government couldn’t stop and independent Scotland using the pound, but that’s only half the truth. An independent Scotland would inherit its share of the UK’s assets and liabilities. That means it would inherit a share of the UK’s national debt – i.e an independent Scotland would be in debt. True, it would be at most no higher a debt as a percentage of GDP than the UK has.

However the UK has its own currency. If an independent, indebted Scotland didn’t have its own currency it would risk being in the same position as Ireland and Greece were after the financial crisis – forced to beg other governments or the IMF to provide them with pounds. We might face the same harsh terms imposed on Ireland and Greece. If it joined the Euro it might have exactly the same problem.

Scotland could issue its own currency, but if it issued its own currency immediately on independence it would increase the risk of being targeted by currency speculators. There are other options though.

First, keeping using the pound for a few years after independence, before issuing our own currency. We could issue our own currency once the recession caused by the financial crisis has ended, and after uncertainty among businesses and investors over how independence would affect them has become less intense.

Ireland kept using the British pound for many years after independence before issuing its own Irish pound.

Of course lacking our own currency for several years while in debt would restrict what the Scottish government could do until it issued its own currency.

Another option would be to issue our own currency (e.g Scottish Pound) pegged in value to equal to the British pound. We could ban international currency trading of it and large transfers of it outside the country for the first 5 years.

During the Asian financial crisis in the late 90s the IMF advised Asian countries to keep their currency markets open, continue deregulated markets etcetera. The result was disaster for most of them.

Malaysia managed to make the crisis much less bad for it by pegging its currency to the dollar, banning all international currency trading of it and imposing limits on the amount of currency Malaysians could take abroad to stop the run on its currency which was fuelled by speculators.

As with the US and European financial crises the cause was deregulation empowering fraud and speculation.

Some might ask, so why not stick with the pound and stay in the UK to avoid these risks? The pound is no guarantee for economic stability for Scotland or even England though. We had the pound and were in the union and suffered the banking crisis and the recession since it.

In the 1980s an economic boom in the city of London financial sector led the UK government to increase interest rates to double figures during a recession in Scotland and the North of England, whose economies were devastated as a result.

With a government led by a party which gets more than half its donations from banks and hedge funds, UK economic policy continues to be made for the benefit of the banks and hedge funds, not the whole country. So the status quo carries its own risks. Another crisis as bad as the banking crisis could happen at any time.

Independence would provide a chance of regulating Scotland’s financial sector properly, which would be an example UK governments would find it difficult to ignore.

Unionists politicians often claim Scotland couldn’t have survived the financial crisis as an independent country, pointing to Iceland, Greece and Ireland as supposed evidence that small countries can’t make it.

This is confusing the causes of the crisis, which was nothing to do with the size of the countries and everything to do with deregulation and in Greece and Ireland’s cases with not having their own currencies.

Norway, which has a population of 5 million – similar to Ireland’s and less than Scotland’s – regulated its banks properly and has its own currency. As a result it didn’t suffer the financial crisis suffered by the UK with over 10 times its population or the US with over 40 times its population, nor did it suffer any recession as a result.

Safe and secure with small government, welfare cuts,
personal debt crises and deregulation?

Welfare cuts and public sector job cuts by successive UK governments of both parties have eroded the welfare state on the false assumption that the market, left to its own devices, will provide employment to all who want it.

The Conservatives in the Coalition government have gone far further than Labour did with this, but most of the “reforms” being carried out under the Conservatives were already being planned under Brown and Blair, even if they might not have taken them to the same extremes.

As a result the number of people reliant on food banks has increased by a factor of 10 in the first 3 years of the Coalition government, many genuinely disabled people are denied enough money to survive. Is that certainty, security and lack of risk?

Neither unionist parties nor the SNP have put forward any plan to deal with the personal debt crisis facing millions of people in the Scotland and the UK, which could also lead to an economic crisis affecting even those who are not in debt as millions go bankrupt and default on their debts.

Neither have either side put forward any serious plan to reverse the growing inequality which, if it’s not changed, will make any economic growth irrelevant as only a tiny minority will benefit from it.

So the unionist claims that staying part of the UK automatically makes Scotland (or any of the rest of the UK’s population) safe and secure is ridiculous.

To even significantly reduce the risks and uncertainties most people live with we need several things. Proper regulation of the financial sector. An end to allowing banks and hedge funds to buy political influence through donations to political parties. Enforcement of anti-monopoly and oligopoly laws. A guaranteed comprehensive welfare state.

The floods in England again show how the minimal government neo-liberal theory backfires. Man-made climate change, cuts to the Environment Agency’s budget and relaxing of planning processes (especially on building on flood plains) led to disaster for thousands - and a government left impotent by its own small government agenda.

Acknowledging Uncertainty,
Planning for various possibilities

Yes and No campaigns, unionists and nationalists, alike, need to start acknowledging that they can’t be certain what the results of the choices they advocate would be - and providing a set of various plans to deal with each major possibility.

Politicians are frequently successful by telling people what they want to hear – and we all often convince ourselves that what we want to believe is the truth. But that often backfires with severe consequences for everyone. Better to face up to the facts, including the fact that there are many questions which we can’t be 100% certain of the answers to – and that it’s better to have planned various options to deal with various possible outcomes.
